I don't mind buying one if I only knew where to go to get it Ali. You can get this from googleing for Bootdisks. Also bootable. You can try your luck with getting this one from Ebay or second hand tech shops, and maybe some PC shops may have a few left in stock..

Windows Me startup disks are not as good as a Windows 98 statup disk. You can make one by going to Bootdisk. The download will create a Windows 98 startup disk on a floppy.
